Community Project Funding Requests 2025
Each House Member is allowed to submit 15 project requests on behalf of their Congressional District to the House Appropriations Committee. Below are the projects selected by Congresswoman Val Hoyle for FY25.
BENTON COUNTY
Corvallis Backup 9-1-1 Center

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would be used to purchase equipment for a backup 911 center that will provide redundancy for Benton County emergency response services. In the event that the primary 911 center is rendered inoperative, this backup center will allow for an uninterrupted transition of call center operations.
Workforce and Middle-income Housing Infrastructure Support

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would support the building of streets and sidewalks as part of a larger project to construct 150 workforce housing units. The streets and sidewalks built from this funding will serve workers and the general public, facilitating crucial economic development in the city and providing infrastructure for much-needed affordable, middle-income housing.

Charleston Shipyard Capacity Enhancement Project

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would used to restore and enhance capacity in the Port of Coos Bay’s Charleston Shipyard by replacing the work docks and expanding the travel lift slip used to haul out vessels, including commercial fishing vessels, for service and inspection. These docks are essential for supporting the commercial fishing industry and other vessels that utilize the port. This project is a good use of taxpayer funds because the docks are essential infrastructure for the commercial fishing industry and other vessels that utilize the port, which are significant economic drivers in rural coastal Oregon.
CURRY COUNTY
Rogue Siskiyou Regional Wildfire Training Center Construction

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would be used to purchase and set-up a Live Fire Burn Tower as part of the bigger effort to build a Wildfire Training Center in rural Gold Beach, Oregon. Plans for the $34 million Wildfire Training Center include an Incident Command Center, helicopter pads, classrooms, living quarters for 50 trainees, commercial kitchen, large capacity meeting room, and outside staging and camping areas for professional crews during regional wildfire emergencies. Building a non-profit firefighter training center will develop more qualified crews to fight increasingly devastating wildfires, which is a benefit to all Oregonians and people across the West. Additionally, the Wildfire Training Center will provide economic diversity and development to the small rural community of Gold Beach.

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would address the urgent need for affordable workforce housing in Port Orford. By acquiring property to develop 30 units of affordable housing for the local workforce, this project will help meet the emerging and expected demands for affordable housing for the workforce in commercial fishing and related industries. The housing units will be developed using other sources of funding.

Emergency Communications Radio Tower Equipment for Rural Community Coverage

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would help acquire emergency communications radio technology and materials for a radio tower to provide emergency communications coverage to rural communities currently lacking radio coverage in Northern Douglas County. The rural communities served include Kellogg, Tyee, Scottsburg, Loon Lake, Drain, and Yoncalla. The project will help enhance public safety and significantly improve emergency communications for first responders, allowing both fire and law enforcement to be able to communicate during emergency calls in these rural communities. The Douglas County Sherriff’s Office does not anticipate difficulty acquiring funding to construct the radio tower.

This project is part of UCC’s ongoing efforts to repurpose historical structures in Roseburg to providemore affordable student housing options and expand rural workforce training opportunities. UCC has already repurposed two other buildings into affordable student housing in downtown Roseburg.

LANE COUNTY
Cottage Grove Community Policing Project

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would be used to directly support efforts to enhance community policing in Cottage Grove through the acquisition of seven new police patrol vehicles, eight new mobile data terminals, eight new radios, and comprehensive training programs to optimize the efficacy of these new resources. These investments are an appropriate use of taxpayer funds as they are crucial for improving officer mobility, communication, and response capabilities, ultimately leading to a safer and more engaged community.

Siuslaw River Slope Stabilization Project

Explanation of request & why it is an appropriate use of taxpayer funds: This funding would support construction of a new fire station for the Siletz Fire District, which would house their fire apparatus. The current building does not meet the Occupational Safety and Health Administration’s space requirements for today’s fire equipment. The project would also create a Level 1 Evacuation Shelter, which does not currently exist in the fire district’s territory. This project is a valuable use of taxpayer funds because it supports critical public safety infrastructure. Given the Siletz Fire District’s significant forestland and the increasing threat of devastating wildfire in Western Oregon, it is critically important to invest in adequate infrastructure to support firefighting activity.

Newport Critical Wastewater Improvements

Explanation of request & why it is an appropriate use of taxpayer funds: This funding will be used to update the current outdated and malfunctioning wastewater system. The project will will support influent pump station pipe replacement, de-chlorination, centrifuge replacement, and replacing and upgrading the outdated and malfunctioning system at the Northside Pump Station. At the Northside Pump Station, the City will replace mechanical screens, replace the grit system, add an automatic conveyer, and modify the existing electrical and HVAC systems to accommodate the wastewater upgrades.
