Community project Funding Requests 2024
Each House Member is allowed to submit 15 project requests on behalf of their Congressional District to the House Appropriations Committee. Below are the projects selected by Congresswoman Val Hoyle for Oregon’s Fourth Congressional District in Fiscal Year 2024.
Willamette Activity Center Renovation Project
- Address of Receiving Entity: City of Oakridge, Oregon, 47674 School Street, Oakridge, OR, 97463
- Amount Requested: $2,750,000
- Explanation of request & why it is an appropriate use of taxpayer funds: The Willamette Activity Center project in Oakridge, Oregon will rehabilitate the current facility that requires significant repair and upgrades and became uninhabitable in 2022. Funding this renovation would ensure that the City of Oakridge can continue to offer wraparound critical services to community members in need, in a convenient location, and in a building that has long been a community hub. The project will help ensure that this rural area has essential community infrastructure and the same basic quality of life and services as most urban areas.

Curry Health Network Chemotherapy Treatment Project
- Address of Receiving Entity: Curry General Hospital, 94220 4th Street, Gold Beach, OR, 97444
- Amount Requested: $2,500,000
- Explanation of request & why it is an appropriate use of taxpayer funds: The funding requested would be used for construction of a new chemotherapy clinic at Curry General Hospital in Gold Beach, as well as purchase of related equipment. Currently, chemotherapy isn’t available in Curry County, Oregon, a coastal region which spans 1,988 square miles and is traversed by 79 miles of U.S. Highway 101. Patients need access to basic chemotherapy care as a part of their cancer treatment. Currently patients must travel up to seven hours for treatment. Chemotherapy is often a daily requirement for many weeks, and many patients face significant barriers to accessing care. Twice since 2019, landslides have closed Highway 101, the single route connecting this remote region north and south, leaving chemotherapy patients completely isolated when they need care the most.

Glide Revitalization Community Resource Center
- Address of Receiving Entity: Glide Revitalization, Oregon, located at 301 Glide Loop Drive, Glide, OR, 97443
- Amount Requested: $2,000,000
- Explanation of request & why it is an appropriate use of taxpayer funds: Glide Revitalization, a non-profit organization, would use funds to renovate a warehouse into a community resource center that will provide affordable childcare, office space for social service agencies and caseworkers, a local library, Preschool Promise in partnership with United Community Action Network, a shared community conference room, youth after-school programs, a youth technical development program, and space to provide temporary shelter during emergencies.

Kellogg Rural Fire District Main Station
- Address of Receiving Entity: Kellogg Rural Fire District, 12580 Hwy 138 West, Oakland, OR, 97462
- Amount Requested: $1,200,000
- Explanation of request & why it is an appropriate use of taxpayer funds: Kellogg Rural Fire District (KRFD) is requesting $1.2 million to build a Main Fire Station that is centrally located within their Fire District. KRFD currently has two 2-bay garages that house some of their fire apparatus, but these garages have no training room and limited facilities. Their trainings and meetings are conducted outside or in an apparatus bay. The current building does not have the room for the firefighter turnout gear and equipment normally found in fire stations. A Main Fire Station will add needed firefighting capacity and facilities, as well as a community space.

County of Lane Emergency Communications Resiliency and Interoperability Project
- Address of Receiving Entity: Lane County, 125 East 8th Ave, Eugene, OR, 97401
- Amount Requested: $1,100,000
- Explanation of request & why it is an appropriate use of taxpayer funds: Lane County is requesting $1.1 million to be used to replace an aging multi-purpose radio tower and building at Bear Mountain and update 100 multi-band radios for 10 rural fire districts. This communications site is used by Federal, State and County agencies for law enforcement, fire, and public works. The radios for fire districts are a critical communications tool for first responders during routine and catastrophic situations and for keeping communication networks (cell and internet) functional for the public.

Monroe Rural Health Center
- Address of Receiving Entity: Benton County Government, 4066 SW Research Way, Corvallis, OR, 97333
- Amount Requested: $1,000,000
- Explanation of request & why it is an appropriate use of taxpayer funds: The City of Monroe is a small but diverse rural community with a population of just over 600. The current health center provides acute primary care, behavioral health, chronic disease management, and health screenings. Unfortunately, the existing site is a small, outdated modular building that can no longer accommodate the growing healthcare needs of the community. With this new funding, the center would be able to double in size and provide high quality, accessible care to people in need within the local community.

Port of Newport International Terminal Dock Repair
- Address of Receiving Entity: Port of Newport, 600 SE Bay Blvd, Newport, OR, 97365
- Amount Requested: $361,075
- Explanation of request & why it is an appropriate use of taxpayer funds: The Port of Newport requests $361,075 for dock repairs at the roll-on/roll-off (RORO) dock at the Port of Newport International Terminal (NIT), which provides berths for cargo and large fishing vessels in Lincoln County, Oregon. Funds would be used for needed repair of dock pilings. Because NIT is the only dock capable of receiving freight in the nearby region, these dock repairs will ensure NIT can continue bringing benefits to the local economy.

Eugene Police Department Body-Worn Camera/In-Car Video

- Amount Requested: $1,325,407
- Explanation of request & why it is an appropriate use of taxpayer funds: Body-Worn Camera (BWC) and In-Car Video (ICV) systems assist the Eugene Police Department (EPD) in increased transparency with community and civic partners and are standard equipment in modern police departments. The current BWC and ICV systems used by EPD have been used for many years and are due for replacement. The systems record interactions between EPD officers and the public, providing evidence and an impartial accounting of events. These systems are a vital component of the local criminal justice system and public safety.

Springfield Police Department Comprehensive Training Package

- Amount Requested: $200,000
- Explanation of request & why it is an appropriate use of taxpayer funds: Like many law enforcement agencies throughout the country, the City of Springfield’s Police Department (SPD) is undergoing a process of modernizing its police force. SPD wants to update and improve training programs for its officers. While current SPD training focuses on what is required by state or federal law, SPD currently lacks the resources to focus on more comprehensive, non-mandated trainings that are just as important for ensuring a robust and modern police force that builds community trust and ensures effective responses to law enforcement scenarios. The requested funding would be used for improvements to SPD’s officer training program, with a focus on modern de-escalation and risk reduction techniques, as well as anti-human trafficking efforts.

Coos County Records Reduction and Accessibility Project
- Address of Receiving Entity: Coos County Sheriff’s Office, 250 North Baxter Street, Coquille, OR, 97423
- Amount Requested: $551,966
- Explanation of request & why it is an appropriate use of taxpayer funds: The Coos County Sheriff's Office is seeking $551,966 to digitize criminal justice records. Currently, law enforcement records in Coos County go back as far as 1999 and consist of several hundred thousand pieces of paper and photographs. The Coos County Sheriff’s Office would use these funds to hire a contractor to scan, digitize, and organize existing files, as well as purchase related equipment to allow the County to maintain a digital file database into the future.

Regional Public Safety Radio Infrastructure
- Address of Receiving Entity: Benton County Sheriff’s Office, 180 Northwest 5th Ave, Corvallis, OR, 97330
- Amount Requested: $2,000,000
- Explanation of request and & why it is an appropriate use of taxpayer funds: The Benton County Sherriff’s Office is requesting funding to install three antennas and purchase handheld and mobile radios necessary to improve public safety and law enforcement emergency response. This would increase interoperability between local police agencies, the County Sheriff’s Office, and local fire departments. The project is an appropriate use of taxpayer funds because a 2022 Radio Infrastructure Assessment and Improvement Plan revealed that a significant challenge with the County’s radio communications is a lack of interoperability and situational awareness caused by law enforcement and Fire/EMS when utilizing different radio systems. Many parts of the rural county have “dead zones” in which no radio communications are available. This funding will ensure that needed radio infrastructure updates are made.

Oregon Kelp Forest Protection and Restoration Initiative
- Address of Entity: Oregon Kelp Alliance, located at PO Box 143, Port Orford, OR, 97465
- Amount Requested: $2,000,000
- Explanation of request & why it is an appropriate use of taxpayer funds: This funding would be used to address the recent significant declines in the health of Oregon’s kelp forests by removing sea urchins across six sites to prepare urchin barrens for reestablishment of kelp forests. It will also fund active out-planting and seeding of bull kelp at three of these cleared sites via green gravel and spore bags techniques to help kelps actively reestablish on cleared sites. Kelp forests are unique coastal habitats that support valuable fisheries, are home to endangered species, offer unique recreational and tourism opportunities, and can help shelter coastlines from large storms. Fisheries and coastal ecosystems are critical to the rural economy of Oregon’s southern coast.

Mill Street Reconstruction
- Address of Receiving Entity: City of Springfield, 225 Fifth Street, Springfield, OR, 97477
- Amount Requested: $4,000,000
- Explanation of request & why it is an appropriate use of taxpayer funds: The City of Springfield, Oregon, is requesting $4,000,000 for a complete reconstruction of Mill Street. This funding would ensure complete reconstruction from Main St to Centennial Blvd., including improved pedestrian crossings and protected bicycle lanes, additional street and decorative lighting, replacement of a sanitary sewer line, lateral lining, complete replacement of a storm water line, and adding traffic calming measures. This project will increase accessibility for the community, especially for pedestrian, bicycle, and roadway users, as well as improve the City’s stormwater facilities to improve water quality, protect local fish habitats, and protect property and infrastructure from flooding.

City of North Bend Affordable Workforce Housing
- Address of Receiving Entity: City of North Bend, 835 California Avenue, North Bend, OR, 97459
- Amount Requested: $4,000,000
- Explanation of request and & why it is an appropriate use of taxpayer funds: The City of North Bend is seeking funds to demolish the County annex and construct 72 affordable workforce housing units for critical workers in education, public safety, logistics, and the healthcare industry. The city is currently facing a housing crisis that if left unattended, could drive current residents to other cities with greater housing options, severely affecting the local economy in North Bend. While the City is currently expanding, housing options are extremely limited. The City of North Bend plays a crucial role in facilitating trade with major commodity markets across the nation and is home to service workers in a variety of industries who desperately need affordable housing. The City of North Bend is moving forward with its own plans to expand housing, and this injection of funding will help the City provide new affordable housing options.

Charleston Shipyard Rehabilitation and Capacity Enhancement
- Address of Receiving Entity: Oregon International Port of Coos Bay, located at 125 Central Avenue #300, Coos Bay, OR, 97420
- Amount Requested: $1,987,500
- Explanation of request & why it is an appropriate use of taxpayer funds: The Charleston Shipyard Rehabilitation and Infrastructure Capacity Enhancement project is intended to restore and enhance capacity in the Port of Coos Bay’s Charleston Shipyard by replacing the work docks and expanding the travel lift slip used to haul out vessels, including commercial fishing vessels, for service and inspection. This project is a good use of taxpayer funds because funding will be used to make needed infrastructure improvements that will support the commercial fishing industry, which is an important economic driver in rural Oregon.
