A MESSAGE FROM VAL

Dear Neighbors,

I hope your summer is going well, I’m writing to let you know what’s been happening in Congress over the last month and I’m happy to be able to do that from home here in Oregon.

I also would like to thank the over 15,000 constituents who were able to join me who joined me and ask questions at my tele-town hall and Wildfire Preparedness Webinar with Oregon State Fire Marshal Mariana Ruiz-Temple this month. If you missed the Webinar, you can still check out a recording HERE. I would always rather be with you in person, but this is a way for me to be able to connect with many of you directly even while I am in D.C. voting and it gives our neighbors in rural communities the ability to participate without long drives. I hope to see more of you at my August town hall in Eugene.

I was incredibly disappointed that in July, Congressional Republicans started off the month by passing their partisan budget bill, H.R. 1, the so-called Big, Beautiful Bill, that gives millionaires and billionaires a multi-trillion-dollar tax break that is paid for, in part, by making the biggest cuts to our social safety nets in history. This legislation was brought out at 1 AM, with no public process or opportunity for bipartisan engagement. This is not normal.


I joined Congressional Democrats in offering over 520 amendments, throwing up procedural roadblocks and delaying the vote by over 29 hours so that the American people and affected groups would have an opportunity to see what was in the bill. In my experience, if you are doing something of this magnitude in the dark of night, there must be something you’re trying to hide.


My amendments would have scrapped harmful Medicaid provider tax changes that threaten rural hospitals, doubled Pell Grants to help low income students remain in school in the face of rising costs, protected timber revenue-sharing to our counties that would maintain funding for critical county services, and imposed a modest 0.1% Wall Street transaction tax to fund the programs that were on the chopping block. Unfortunately, my Republican colleagues rejected my amendments and passed this monstrosity that will saddle our children and grandchildren with a mountain of debt. This is irresponsible. Members of Congress should come to work acting in the best interests of their constituents and not solely on behalf of the politically connected or exclusively for people of their own political party.


But the fight is not over. Many of this budget’s worst provisions do not go into effect until late 2026 or beyond. I will not stop speaking out and fighting to reverse these dangerous provisions and restore the programs working families in Oregon rely on, while also working in a bipartisan way within our existing system to deliver for people throughout the district wherever possible.

D.C. UPDATE

July Recap

Working for Oregon’s 4th:
  • Supporting our Coast Guard: Last month, Rep. Hoyle passed an amendment to the Coast Guard Reauthorization Act that helps Oregon and Pacific Northwest Coast Guard stations get new, special purpose boats for patrol and safety purposes.
  • Fighting Through Agency Slow Downs: As we continue to see longer wait times for response from federal agencies, Rep. Hoyle urged the Internal Revenue Service (IRS) and the Social Security Administration (SSA) to provide more information on how DOGE’s cuts are impacting response times on individual’s claims. She also contacted the IRS and SSA expressing concern about and requesting detailed information on the impact of DOGE’s reductions in force impacts it is having on congressional offices’ ability to perform casework for constituents.
  • Getting Federal Education Dollars to Oregon: Rep. Hoyle successfully worked with most members of the Oregon federal delegation to get $70 million in illegally frozen funding for Oregon Public Schools released.

On the House Transportation & Infrastructure Committee:
  • Demanded Answers from Acting FEMA Director: Rep. Hoyle pushed for answers about the cancellation of disaster prevention grants and getting federal assistance for people in Coos, Curry, and Douglas counties in response to March’s floods.
  • Pressed Transportation Secretary Sean Duffy: Rep. Hoyle asked for answers on the Department’s decision to prioritize federal funding for community's based on birth and marriage rates.

On the House Natural Resources Committee:
  • Worked to Improve Wildfire Response: This month, Rep. Hoyle introduced the Wildfire Resilient Communities Act with Senator Merkley, which would set aside over $30 billion for wildfire prevention, response, and workforce training.
  • Stood Up to Republican Attempts to Sell Out Our Wildlife: Invited renowned conservationist and TV host, Jeff Corwin, to Capitol Hill to testify against House Republican attempts to gut the Marine Mammal Protection Act and the Endangered Species Act. Rep. Hoyle also hosted Mr. Corwin for a conversation in her office.
  • Protected Our Rivers: Introduced the Columbia River Clean-Up Act with Senator Merkley which would support pollution monitoring and clean-up in the Columbia, Willamette, and McKenzie Rivers.

Fighting back against the Republican budget bill:
  • Filed 4 Amendments: Rep. Hoyle filed four common-sense amendments to the bill. Her amendments would have;
    • Undone Medicaid cuts;
    • Doubled Pell Grant funding;
    • Increased revenues for our rural communities; and,
    • Reversed some of the Congressional Republicans' tax cuts for the wealthy and raised taxes on Wall Street and rich private investors, not working people.

Standing up for workers:
  • Worked to Expand Paid Leave: Rep. Hoyle consponsored Family and Medical Insurance Leave (FAMILY) Act, which creates a national paid family and medical leave program.
  • Stood Up for Our Firefighters: Introduced the Parkinson’s Protection for Fire Fighters Act of 2025 to ensure federal firefighters who develop Parkinson’s Disease receive the workers’ compensation benefits they deserve. Fire fighters – including our wildland fire fighters – are exposed to toxic chemicals and suffer repeated head injuries on the job – conditions that increase their risk of developing Parkinson’s Disease.

Holding the administration accountable:
  • Demanding Answers on Denaturalization: Rep. Hoyle joined many of her House Democratic colleagues to demand answers from the Department of Justice about how the agency plans to handle denaturalization proceedings against U.S. Citizens.
  • Worked to Unmask ICE: This month, Rep. Hoyle joined efforts to unmask and identify ICE agents by cosponsoring the Preventing Authoritarian Policing Tactics on American Streets Act, which would require all federal officers and agents to clearly identify themselves and limit their ability to carry out enforcement actions at protests.
  • Worked to Undo the Supreme Court's Presidential Immunity Decision: Rep. Hoyle cosponsored a Constitutional Amendment to overturn Trump v. US, the Supreme Court case that granted presidential immunity for official acts.
  • Stood Up for Victims and Transparency: Cosponsored a resolution demanding that the Trump administration release all files relating to Jeffrey Epstein and Ghislaine Maxwell, while redacting the names of any minors and victims. This resolution also called for the House of Representatives to investigate obstruction of justice or delays by the Department of Justice and FBI.
Standing up for human rights at home and abroad:
  • It's a WOMAN's Right to Choose: Stood up for a woman’s right to choose by cosponsoring the Ensuring Access to Abortion Coverage in Health Insurance (EACH) Act, which would repeal the Hyde Amendment and require federal insurance plans to cover abortion services.
  • Stood Up For Palestinian Rights and Lives: Cosponosred the West Bank Violence Protection Act to codify sanctions on foreign individuals and extremist groups who commit acts of violence in the West Bank. These sanctions existed under President Biden but were removed by President Trump.
