A MESSAGE FROM VAL

Dear Neighbors,


June was another busy month in D.C. I was glad to be able to come home for a week this month and meet so many of you in Eugene at BLAQ Youth’s Juneteenth celebration and in Corvallis where I joined Governor Kotek for the opening of the Benton County Crisis Center.


I would like to start by acknowledging the disgusting acts of political violence we saw in Minnesota that resulted in the murder of Minnesota House Speaker Emirata Melissa Hortman and her husband, Mark, and the attempted murder of State Senator John Hoffman and his wife Yvette. Any political violence must be unequivocally condemned – our political disagreements cannot turn into death sentences. Their families loved ones and constituents are in my thoughts.


The ‘One Big Brutal Bill’ was rushed through to final passage this week. Unfortunately, despite numerous changes, the bill still included huge cuts to Medicaid, SNAP and countless other programs working people rely on, all to pay for bigger tax cuts for the wealthiest Americans. This bill is bad for working people, bad for our seniors, and bad for our children. I want you to know I voted “No.” I’ve included updated information on the impacts below.


As they cut these critical programs, conservatives in Washington D.C. looked to pass yet another tax cut for the top 1% that will blow a whole in our deficit and leave future generations to foot the bill. That’s why I introduced the Wall Street Tax Act, which would levy a tiny .01 percent transaction tax on stock trades. This places the tax burden where it belongs, with Wall Street, institutional investors and large corporations who trade gigantic amounts of stocks daily. It will raise hundreds of billions of dollars that will fund vital public services like Medicaid and SNAP, all without increasing our deficit.


This month, President Trump’s unilateral decision to strike Iran brought us to the brink of war. Over the past 3 years that I’ve had the honor to represent the Central and South Coast of Oregon, no one — from the most conservative to the most progressive parts of the district — is demanding that we get dragged into another endless, expensive foreign war. I was proud to be one of 14 original cosponsors of a House resolution to reign in the Executive branch from pursuing acts of war without consulting Congress. This isn’t about partisanship, it’s about following the Constitution. I called out President Biden’s violations in 2023 and 2024 when he unilaterally bombed Yemen and I’m calling out President Trump’s now. If any President wants to send our children, family and friends into another foreign war, he better give the American people a chance to weigh in first. According to House rules, Speaker Johnson must bring our resolution to a vote sometime in July and I have hopes it can pass in a bipartisan way.

Impacts of House Republican Budget Reconciliation Bill in Oregon’s 4th District and State-wide:

NATIONAL
DEBT
According to the CBO, the Senate’s version will add $3.3 TRILLION to our national debt. A $1.5 TRILLION increase from when the bill passed the House.
HEALTHCARE Senator Ron Wyden, Ranking Member of the Senate Finance Committee, estimates that the Senate Republican budget bill will cut over $1 TRILLION worth of Medicaid spending. A $200 BILLION increase from when the bill passed the House.
SNAP New estimates suggest the Senate Bill will cut SNAP assistance by 20%, the largest ever cut to the program.
PUBLIC LANDS A glimpse of good news, after weeks of fighting from the American people and Congressional Democrats, all provisions for the sale of public lands have been stripped from the bill!
AMERICAN MANUFACTURING Phases out tax credits for manufacturing batteries, electric vehicles, critical mineral, and solar parts in the United States
ENERGY COSTS Ends energy efficiency programs that have helped millions of families reduce their monthly energy bills

D.C. Update

June Recap

  • Celebrating Juneteenth: On June 19th, Rep. Hoyle joined BLAQ Youth at their second annual celebration in Eugene to celebrate and honor Juneteenth. Black history is full of lessons for this moment in American history and our fight against the rising tide of fascism stands on the shoulders of every one of those lessons.
  • The Wall Street Tax Act: This month, Rep. Hoyle led House Democratic efforts to make Wall Street and big corporations pay their fair share. If passed, the Wall Street Tax Act would punish some of Wall Street’s most dangerous practices and raise hundreds of billions of dollars that can be reinvested into programs that working people rely on. The American people shouldn’t have to pay for Wall Street’s gambling.
Foreign Affairs
  • No More War: Rep. Hoylejoined as an original cosponsor of a bipartisan War Powers Resolution to prevent war with Iran and reassert the fact that only Congress can authorize offensive military strikes. Speaker Johnson is required to bring this to the House floor for a vote during the July session.
  • Speaking Out About the Humanitarian Crisis in Gaza: This month, Rep. Hoyle called out the American government's complicity in the Israeli government’s starvation of innocent civilians in Gaza. She called out the Gaza Humanitarian Foundation for failing to provide adequate aid to the Palestinian people.


Fighting Back Against Unconstitutional Actions

  • No One Is Above The Law: Rep. Hoyle joined a number of her colleagues in the House and Senate to successfully get Majority Leader Thune to strip Section 70302 of the Big Ugly Bill, which would have restricted federal courts’ ability to hold the Trump Administration accountable.
  • Immigrants Have Rights: Rep. Hoyle joined a number of her Democratic colleagues in calling on Immigration and Customs Enforcement (ICE) to stop detaining non-criminal migrants outside of their courtrooms.
Standing Up for Workers
  • The Domestic Workers’ Bill of Rights Act: Rep. Hoyle cosponsored this legislation to extend workplace protections, paid overtime, sick leave, and anti-discrimination and harassment language for all workers.
  • Protecting Job Corps: Rep. Hoyle joined her Oregon colleagues in calling on the administration to continue the Job Corps program. Oregon is home to 6 Job Corps centers.


As the top Democrat on the Water, Wildlife, & Fisheries Subcommittee, Rep. Hoyle:

  • Helped Wildlife Organizations: Rep. Hoyle helped pass a bill to make it easier for organizations like Oregon Zoo and Oregon Coast Aquarium to care for wildlife that was taken from criminal traffickers.
  • Spoke Out Against Cuts to NOAA: During a hearing on the competitiveness of America’s seafood industry, Rep. Hoyle spoke out about the importance of NOAA for Oregonian fisherman and coastal communities.
  • Condemned the Administration: Rep. Hoyle joined her Democratic colleagues to condemn the Trump Administration’s decision to withdraw from the Resilient Columbia Basin Agreement. This state level agreement has stood for years and has struck a delicate balance between the needs of the state, tribes, and power companies. This is clear overreach from D.C.
